The Colorado PTAC is a 501(c)(3) Corporation that has operated the Colorado Procurement Technical Assistance Center predominately as a recipient of a cooperative agreement from the Defense Logistics Agency. This past year, the responsibility for overseeing the cooperative agreement was transferred from DLA to the Department of Defense (DoD), Office of Small Business Programs (OSBP). The DoD OSBP has determined that the center names will be changed from Procurement Technical Assistance Centers to APEX Accelerators. You will see changes in the name and logo but the Colorado PTAC’s mission to educate and support businesses in Colorado has not changed.

Lorna Gunning, Senior Procurement Counselor
orna Gunning joined the Colorado PTAC in April 2017 after retiring from the Federal Government. She served for 33 years with the Department of the Interior, 29 of those years with the National Park Service and 4 years with the Bureau of Land Management. During her time with the federal government, Lorna served as a Contracting Officer; National Park Service Northeast Region Division Chief of Contracting and Property Management; National Park Service Deputy Bureau Procurement Chief; and National Park Service Bureau Procurement Chief among other titles and responsibilities. She was FAC-C Level III certified and held an Unlimited Warrant. Lorna’s experience in Acquisition and Financial Assistance includes Construction, A/E, Professional Services, Services under the SCA, IT Development contracts, Specialized Procurement, and DOI-Level Procurement. Financial Assistance experience includes Grants, Cooperative Agreements, and Partnership Agreements. Education includes graduating Summa Cum Laude from Stonehill College in Massachusetts and the Harvard University Kennedy School of Government Senior Executive Fellows Program.
