NASA – Johnson Space Center (JSC)

Johnson Space Center (JSC), located in Houston, TX, mission statement is to Lead Human Space Exploration. We accomplish this by focusing on our four priorities: maximize use of the space station; enable the success of the Commercial Crew Program; develop Orion for future missions; and build the foundation for human missions to Mars. Our mission is continual progress towards these four priorities as we extend human exploration to the stars.

JSC is the home of mission control and astronaut training. In its early days, the center led the Gemini, Apollo, Apollo-Soyuz and Skylab projects. JSC was the home of NASA’s Space Shuttle Program from 1981 to 2011, and currently leads International Space Station operations and missions, development of the Orion spacecraft and NASA’s Gateway outpost program, as well as numerous other advanced human exploration projects. The center also plays an important role in NASA’s Commercial Crew program.

As the center has evolved into one of NASA’s largest research and development facilities, the greater Houston area has developed into an aerospace hub with an identity of amazing achievements, hard work, and innovation.

Located at John C. Stennis Space Center (SSC), the NSSC reports to the NASA Headquarters Mission Support Directorate (MSD). My name is Jennifer D. Perez and I am the Senior Small Business Specialist at Goddard Space Flight Center (GSFC) in Greenbelt, MD. I was born in New York City and moved to Maryland in 1987. I started my civil servant career 30 years ago at the Internal Revenue Service as a clerk-typist. Wow, time flies when you are having fun! Two years later, I accepted a position at GSFC as a clerk-typist for the Flight Programs and Projects Directorate, Code 400. In 1990, in order to further my career, I enrolled in college to pursue a degree in business administration.

While attending college, raising a family, and working in the clerical field, an opportunity arose to work in the Procurement Directorate in 1997, and I officially began my acquisition career as a procurement technician in the Headquarters Procurement Office. Since then, I have earned my degree; served as team leader for Simplified Acquisitions; and worked as a contracting officer, where I administered, extended, terminated, negotiated, and renegotiated contracts. After working in the contracts world for 12 years, I felt I was called to do something else where my customer service skills could be best utilized. I was approached in 2009 by Gilberto Delvalle to do a detail in the Small Business Office and the rest is history. I have found my calling professionally. I love this position so much that I plan to stay until I retire.

Ms. Theresa Kinney is a Deputy Program Director/Manager for the NASA SEWP Program Office. Ms. Kinney manages the strategic direction, planning and day-to-day operations of SEWP – a premier Government-Wide Acquisition Contract (GWAC) providing Federal Agencies access to the latest in Information & Communication Technology solutions. Ms. Kinney is a 20+ year veteran to Goddard Space Flight Center (GSFC) in Greenbelt Maryland and 2 years with NASA Headquarters. In this capacity, she is the Contracting Officer Representative (COR) for the SEWP Program. Ms. Kinney is an ACT/IAC Fellow and Board member, an active member of the National Contract Management Association (NCMA), and Board Member for ATARC. She prepared NASA’s first Working Capital Fund (WCF) business case, and worked to fit the WCF model within the framework of the existing SEWP architecture while insuring continuation of NASA’s Executive agent designation from Office of Management and Budget (OMB). A native of Montana, Ms. Kinney graduated with academic honors from Strayer University in Maryland. Following graduation, she continued her education at George Washington University to receive her Master’s Certificate in Federal Contracting.
