Jessica Larcade, Category Area Manager

Jess Larcade is a Category Area Manager within the Integrated Supply Chain organization at Ball Aerospace. In this role, she leads the strategic sourcing and procurement activities for the capital equipment and facilities categories. Larcade has 11 years of experience in supply chain in a mix of inventory management, logistics, and operational roles with the last five years focused on strategic sourcing and contracting. She is dedicated to building and maintaining strong and positive supplier relationships as she recognizes the enormous impact that suppliers have on the success of any organization.

Michael Sutton, Category Management Lead

Michael Sutton is a Category Management Lead within the Integrated Supply Chain organization at Ball Aerospace. In this role, he supports procurement efforts for facilities construction and maintenance projects. During his time as a Category Lead, he has managed several million dollars in construction spend and has led several process improvement projects to streamline repetitive tasks. Prior to his time at Ball Aerospace, Sutton started his own transportation delivery company that operated in five states. He also spent five years at Bell Helicopter as a sourcing specialist and project manager.

Zack Miller, Sr. Manager, Compliance

Zack Miller is the Sr. Manager of Compliance within the Integrated Supply Chain organization at Ball Aerospace. In this position he oversees a team that performs pre-release purchase order reviews, Small Business Liaison Officers duties and procurement specialists that perform various acquisition support functions. Miller has 16 years of experience in the aerospace industry performing a host of roles within supply chain. In his current role, Miller is an advocate for competition, small business, process improvement and ensuring Ball Aerospace remains compliant with public law, federal acquisition regulations and requirements of our diverse customer base.

Marquis White, Small Business Liaison Officer

Marquis White is a Small Business Liaison Officer for Ball Aerospace. In this role, he serves as the representative for Ball Aerospace and advises, assists and coordinates with representatives from the Department of Defense, the Defense Contract Management Agency, the Small Business Administration and NASA in matters relating to the establishment, implementation and execution of small business concerns within program contracts. White is a resource for connecting small businesses with relevant internal stakeholders and monitors small business subcontracting plans’ progress toward goals, and their compliance with regulations, laws and policies. Prior to joining Ball Aerospace, White built and ran his own small business – a distribution company in Colorado Springs, which he sold in 2021. He is a veteran of the United States Marine Corps, where he supported different facets of supply chain management (SCM). He has led several successful Lean Six Sigma projects in the SCM and distribution sectors.

Alexis Glover, Category Area Manager

Alexis Glover is a Category Area Manager within the Integrated Supply Chain organization at Ball Aerospace, where she has been working for 3 years. In this role, she leads all category management initiatives and subcontract management activity for the attitude determination and control systems (ADCS), power and propulsion supply base. With 10+ years of experience in supplier management, Glover brings a wealth of knowledge and expertise to her role.

Megan Schosker, Category Area Manager

Megan Schosker is a Category Area Manager within the Integrated Supply Chain organization at Ball Aerospace. In this role, she leads the strategic sourcing and procurement of structures and optics commodities. Schosker has 12 years of experience in government subcontracting.

City of Longmont

Pam Roeding, Procurement Specialist

As a lifetime procurement professional, Pam Roeding has her certification from the Institute of Supply Management as both a Certified Purchasing Manager and as a Certified Professional in Supplier Diversity. Pam has devoted 40 years of her career working with and for the public in healthcare and government procurement.

Martell Dyles, Senior Manager of Diversity, Equity and Inclusion, West Region Market

Martell Dyles is the Senior Manager of Diversity, Equity, and Inclusion manager for JE Dunn’s West Region Market’s, which includes locations in Denver (Rocky Mountain), Portland, Santa Clara, CA (NorCal) and Phoenix.

Martell has over 17 years of experience with a strong track record of delivering sustainable results in inclusive economic development, inclusive employee outreach and development, supplier diversity, equity workforce development, internal and external community relations, and diverse recruiting. Martell is also involved in many professional, community, and civic organizations including Society for Human Resources Management (SHRM) and the Conference of Minority Transportation Officials (COMTO).

Martell holds a BS in Business Administration from the University of Central Florida, a BS in Business Administration – Entertainment from Full Sail University, and an MS in Management and Leadership focused on Organizational Design and Development from Purdue University. He is a skilled professional with a wide range of expertise.

Leveraging his previous experience in workforce development and community relations, Martell will be fully immersed in all of JE Dunn’s markets in the West Region to strengthen relationships within our communities, with our clients, and within our offices. Martell will work directly with JE Dunn senior leadership to ensure Workplace, Workforce, and Marketplace initiatives are in alignment with the company’s overall Diversity, Equity and Inclusion (DE&I) strategy. This includes the responsibility of facilitating inclusive business practices for women and minorities on construction projects and implementing initiatives that promote a diverse and inclusive culture.

 

Shelly Hartnett, Client Solutions Manager

Shelley Hartnett is a Client Solutions Manager with JE Dunn Construction.  She is responsible for creating business opportunities and growth in the higher ed, healthcare, justice, and commercial markets in Colorado.  With over 30 years of experience in the industry, Shelley brings strong relationships with key design partners and is skilled in business development strategy and creating meaningful connections that lead to great partnerships. She is a graduate of the University of Colorado Boulder, with a bachelors in both Business Administration and Environmental Design. 

Shelley worked as a drafter for a GC in her last year of college, and after graduation, in marketing and drafting. Through the years she has worked with landscape architects/planners, civil/structural/environmental engineers, general contractors, owners’ reps, consulting firms, and architects, moving from marketing and architecture into business development.

 Since college, Shelley has been involved in numerous industry associations including the Women’s Chamber, Hispanic Chamber, SMPS (past-president), CREW, AIA, WIH, CAHED, NAWIC, AGC, Construction Writers Association (past-president), ULI, A4LE, Lower Downtown District as its beginning, and downtown districts/partnerships for Denver and Colorado Springs.   She has published numerous project-focused articles, as well as business development and promotion pieces.  

 Shelley also volunteers her time to associations and women’s marketing communications committees, marketing research.  She was a past member of the Precast Concrete Institute (PCI) National Board of Directors and Chapter Rep committee, as well as president of the Rocky Mountain Board of Directors. She also presented at the PCI Sales and Marketing School, as well as “Improving Sales Through Effective Marketing” for the PCI Foundation university studios.   

Giving back to those who are new to the industry by mentoring has been a goal for her to help the next generation.

Space Operations Command (SpOC) Peterson Space Force Base

Space Operations Command was established on 21 October 2020 and is the United States Space Force’s space operations, cyber operations, and intelligence field command. It is headquartered at Peterson Space Force Base, Colorado and serves as the U.S. Space Forces service component to United States Space Command. Space Operations Command consists of Space Operations Command West, its mission deltas, and space base deltas. Space Operations Command bases include Peterson and Schriever Space Force Bases located in Colorado Springs, Colorado and Buckley Space Force Base located in Denver, Colorado.

Boulder County

From visionary open space, land use and sustainability policies to forward-thinking and compassionate human services programs, our county government helps foster a vibrant, healthy and active community.

Boulder County Community Action Programs (CAP) began in 1965 as part of President Lyndon Johnson’s “War on Poverty.” Today, CAP continues to advocate for and help organize programs that foster self-sufficiency for individuals, families, and people of color with low-income. One of those program’s is our Personal Investment Enterprise (PIE). PIE provides tools that empower people with low-income to save and build assets to strengthen their economic stability. PIE has become a source of hope for families with low-income by creating a partnership that helps them achieve their asset goals of home ownership, post-secondary education, or small business capitalization.

Courtney Gabriel, Procurement Manager

Courtney Gabriel is the Procurement Manager for the Boulder County Purchasing team. As the Procurement Manager, she has overseen and improved the process in which the county procures goods and services in the most cost-effective and beneficial way. She has 9 years of experience working in procurement for Boulder County. As the Procurement Manager, Courtney has worked to improve procurement policy and processes to create an environment that encourages small, minority and women-owned businesses to participate in the Boulder County procurement process.

Brandon Mitchell, Senior Procurement Specialist

Brandon Mitchell is the Senior Procurement Specialist for the Boulder County Purchasing team. With over 6 years of experience in the industry, he has built a reputation for his ability to deliver cost-effective solutions without compromising on quality. Driven by a strong analytical mindset and strong communication skills enables him to seamlessly work with suppliers and ensure alignment between procurement objectives and the suppliers business goals.

Frances Zavala, PIE Coordinator

Frances was born in Oklahoma and raised in Colorado.  She is married and has two children and a grandson.  

Frances has worked for Boulder County for thirty-one years. She started her career with the Health Department and then transferred to the District Attorney’s Office where she spent 25 years and held different positions within the office; paralegal, restitution coordinator, and victim advocate.  Now she has come full circle and joined CAP Community Services as their PIE Coordinator.

Her role as PIE Coordinator is to help people break the cycle of poverty by providing asset savings opportunities through their programing.  PIE clients work towards the purchase of a home, education, or develop a personal small business by saving and developing their financial fitness through various classes offered by Workforce Boulder County. This job is rewarding to her, as she can help others make their dreams a reality.   

When not working, she likes to spend time with family and working in her yard.  She also enjoys watching vacation home shows with her husband as they plan their next vacation. 

Marta Loachamin, Boulder County Commissioner

Marta Loachamin was elected to the Board of County Commissioners in 2020, with a term continuing through January 2025.

Marta is a long-time Longmont resident who has worked for social, economic, and housing justice by building opportunities for families throughout Boulder County and the Front Range. She currently is appointed as a representative to the Consortium of Cities, Mobility and Access for All, Metro Area County Commissioners, Workforce Boulder County amongst others. She was appointed by Governor Jared Polis to the Colorado Workforce Development Council (CWDC).

Prior to serving on the Board of County Commissioners, Marta facilitated a project with Community Foundation Boulder County that highlights the opportunity for Cultural Brokers to influence decision making in our county. Additionally, her work with the City of Longmont after the 2013 flood established the Resiliency For All Project for the State of Colorado Division of Local Affairs.

She has taught youth in South America and Saint Vrain Valley School District and is a licensed REALTOR® who has successfully helped hundreds of first-time homebuyer families access homeownership along the Front Range during her 20-year career as a housing advocate.

Marta served as a national trainer for the Hispanic Wealth Project after an extensive Directorship with the Metro Denver Chapter of the National Association of Hispanic Real Estate Professionals. She has been a volunteer instructor of the Colorado Housing Finance Authority homebuyer class offered in Colorado, has served on a variety of community organizations and non-profits including most recently on the Board of Directors at Longmont United Hospital/Centura Health.
